MePA and e-procurement platforms

Using the Public Administration purchasing portals correctly is a key step in ensuring efficient and transparent management of school resources.
With a team of specialists we support the training of DSGA and ATA staff in the correct use of the portal and the purchasing methods available on MePA, with courses run by qualified speakers.

Purchasing methods for schools on MePA
MePA offers several purchasing methods to meet schools’ needs, simplifying procedures and ensuring transparency.

Direct Purchase Order (ODA)
The simplest and fastest method: the school selects the product or service directly from a qualified supplier’s catalogue and proceeds without comparing multiple offers. Maximum amount €140,000, in line with the EU relevance threshold.

Direct Negotiation (TD)
Allows the school to negotiate directly with one or more qualified suppliers, invited to submit tailored offers based on its needs. Usable for amounts up to the EU relevance threshold, currently €140,000.
Greater offer customisation, negotiation of economic terms and direct control over the purchase.

Request for Quotation (RdO)
A structured procedure inviting at least five suppliers to submit offers: the school publishes a tender on MePA with requirements and specifications, then selects the most advantageous offer. Usable for amounts below the EU relevance threshold, currently €143,000.
